Out of two service bundle only one gets added under the Promotion bundle while creating order in the

Promotion BP, has two service bundles associated to it suppose A and B.

While adding this promotion in the catalog, only A gets added,B does not.

A gets added,but when clicked on customize,it gives a an error

[1] Error invoking service 'SIS OM PMT Service', method 'Reconfigure Product Instance' at step 'Reconfigure Product Instance'.

(SBL-BPR-00162) [2] Unsatisfied Requirement.(SBL-CFG-00217)

When validating separately A throws no error,neither B throws any.

Can someone please tell me what could be the issue?
