Issue in Generating PM Work order-Resequencing

Base interval 7 days and cycle interval is 7 days,Rule based scheduling & scheduling option is based on actual start date. Only one 7 days activity.

No suppressions.

I used to release WO through Generate Work orders Concurrent with Horizon as 60 days.i ran the program on 09-05-2016

I am getting WO start date as follows

Action                        sch.start date

No action  -----         12/5/2016,19/5/2016,26/5/2016  -----Cycles are 285,286,287

Create -------            02/06/2016------------------Cycle 288

Resequence------- 09/06/2016----------------Cycle 288-->289

Please let me know why this is happening and what could be the reason.how it can be eliminated?
