S&D message - Lot Becomes Effective

Hello,

We are on tools and applications 9.1.  We converted data from another ERP and see strange messages in S&D Inquiry.  I'm wondering what "Lot Becomes Effective" means when there is no activity for that lot and all of the dates are current.  In fact there is no inventory either.
