Document Set attached to Shipping parameter dosen't fire the Concurrent Program on Ship Confirm

Hello,

I've created a Document Set (Ship confirm) for a Concurrent Program which would be updating the DFF value for Backordered line created on Sales Order.

I've attached the Document Set to the Shipping parameter. But then also the Concurrent program is not executed when i execute Ship confirm for Sales Order.

Please let me know answers for below:

1) Is there any setup i am missing for Document Set ?

2) Are document Sets are used only for Reports ?

3) My Concurrent Program have Application as Custom. So do document sets run only for Shipping Transaction Application?

Or is there any other method to update the DFF value of new generated on split as of Backordered on Ship Confirm.
