Does the ACA R08150 1094C program retrieve employee address info differently than R08119 1095C progr

I noticed that an employee on the 1094C electronic file has a different address than he has on the 1095C form.  The employee data has not changed since the 1095C data was generated. The employee has four addresses in table F0116. For the 1095C, the address selected was the record with the most recent effective date.  For the 1094C electronic file, the address record selected was the oldest, which also happened to have a blank effective date.

Does a blank effective date make a record the most recent in a data search?  Or is R08119 retrieving address data from a different table?
