Cannot start VM on OVS 3.3.3

I was testing the migration of a VM to new OVS servers added to a pool.    One of the migrations failed due to a misconfiguration of the NFS repository, making it unreadable on "OVS008".   The VM is marked in a "critial" state.

However, when I try to restart the VM, I get this error every time:

OVMAPI_2005E "[VirtualMachineDbImpl] 0004fb00000600008d707cde3e962d7e<63407> (isxxt003)" contains a component "0004fb00000600008d707cde3e962d7e" in error. Error event: vm.error.migration., Summary: Virtual Machine Migrate Failed, Description: OVMEVT_009007D_002 Attempt to migrate Virtual Machine: vmxxt003, to server: OVS008, failed. Virtual Machine has been marked in error and will be put on server: OVS007. [Mon May 23 11:30:19 MDT 2016]
