Simplified Upgrade - Issue understanding R96701S output

Hi Group !

We ran version XJDE0003 of  R96400M , Manifest report. We wanted to know how simplified upgrade specification merge (R96701S) treats direct modification. We therefore injected a minor modification in  P4210.

We have not applied any ESU to 9.2 update 2 of JDE instance. Table F96400 shows no ESU in 9.2.

Expected result of simplified upgrade specification merge :  R96701S should have preserved the minor modifications, as there are no changes or enhancements introduced by Oracle in 9.2 update 2

Actual result of simplified upgrade specification merge :  Specification merge process has wiped out the minor modifications.

Why is this so?
