Planning Approvals

Recently we have started exploring the planning approvals process. I have a few test users set up and all is working as expected except for one issue.

I created a user call Plan_User that updated their data and promoted it to the Plan_Lead as defined in the Planning Unit. I had the Plan_Lead reject the planning unit. The odd thing is while the Plan_User is now the owner and it shows as not signed off in the status the Plan_User cannot update any data. They can change the status but not the data.

What am I doing wrong on this?
