Can OTL populate the override_to_organization_id ?

Will OTL allow the user to key in a department (other than his home department) to be charged?  This department should ultimately end up in the override_to_organization_id on pa_expenditure_items_all.  

There doesn't seem to be a space in the My Oracle Support Community for OTL related questions, or I would have asked there.   If there an OTL area, please direct me to it.
