Error while applying latest AD and TXK release

I am installing/upgrading a new EBS system 12.2.5.

I have installed 12.2.0 base release and now following doc 1983050.1 to upgreade to 12.2.5

     So far so good.

On Section 6 (apply the latest AD and TXK release I jump to document 1617461.1)

     Every thing good until section 4.1 (Critical AD Patches)

          I try applying the patch listed (22700342.R12.AD.C and I get an error during the prepare phase

          This is the error that I am getting.....
