Does No Associate flag in Siebel MVL stops a user from adding records into the mvg applet from Assoc

Hey All

I have a query on the No Associate flag functionality in siebel. This flag which is available at the MVL and Link level, does that prevent a user from associating records in a shuttle applet? - To be specific, does it stops a user from associating a record in the Associate applet to the Mvg applet? Infact, what is the exact functionality of this flag?
