ORA-28500 ORA-2063 alerts received in alert log

Hi We have only today started receiving the following alerts in an alert log ORA-28500 and ORA-2063

The HS / database link I believe is to a SQLserver database but I dont know much else about it / where to start looking

The database is back level (11.2.0.1). yesterday a patch was applied to implement COST doc id 1453883.1 but this may be unrelated as I dont think HS database links would need to register as a 'remote' service. No error is showing in the listener log.

We are currently unable to upgrade this particular Oracle database.

Any syuggestions / help much appreciated.
