Can the Help --> Diagnostics --> Examine functionality be granted as query-only?

Within the Oracle EBS forms, the ability to use the Help --> Diagnostics --> Examine function from the menu is very valuable for troubleshooting.  It will show the block and field name where the cursor is, the last query run, profile options, all sorts of great info.   But...It gives the ability to update as well as view data.  Is there a way to grant the user the ability to use Help --> Diagnostics --> Examine in a query only mode?   We could share it with more people if it was certain that it was view only.
