How to setup Supplier External Homepage ?

Hi,
 
We are looking to set up supplier on boarding in 9.2, but not sure where/how the Supplier External Homepage is configured. Peoplebooks is a bit vague on the subject :

Are there any other instructions on how to set up the pre-login homepage ?
