ACA Air Communications Test - Assign a Responsibility

Sorry for the silly question, but I've spent too much time looking through the user guides this morning, and still can't figure this out.  The instructions for the Patch 23152164:R12 Patch for the IRS AIR Communications Test state to:

Assign a responsibility to the new Business Group 'Carrtestseven' and log in with this responsibility

Where and how do we do this?
