Not able to access Resolve Exception Forms

I am not sure if this is the correct forum to post this. But we have a custom responsibility called shipping manager. In the shipping transaction form, when try to go to Tool->Resolve Exception Forms, it is saying function not available for this responsibility and contact system administrator. I am wondering which function this responsibility is missing. Please advise. Thank you very much.

By the way, we are using EBS version 12.2.4
