Error - API Programming Error (CS_ServiceRequest_UTIL.Validate_Bill_To_Ship_ToParty)

Hi Gurus,

We are having this issue in our front-end application where in user is creating a new warranty claim service request but upon submitting the created SR the error "API Programming Error (CS_ServiceRequest_UTIL.Validate_Bill_To_Ship_ToParty): The value "123456" for parameter Bill_To Party is invalid." is showing up.

Does User and Party account setup has something to do with this? I'm suspecting it is the account/party which the user is not yet assigned to. If yes, could someone point me to the correct reference as I might missed some points to do the user setup.
