Customer Items View Only function still have New button active

Hi:

We are using EBS version 12.2.4

We want to create a View Only function for customer items.

I do see in the system there is a function for the Customer Items Query Only, EGO_INVICITM_QUERY_ONLY

Not sure if this is the view only function to the customer items function.

I have also created a custom one and set the QUERY_ONLY parameter to Yes.

For some reason, when launch the function, I am still able to see the New button as active. How can we gray out the New button so that they won't have access to create new customer?
