ACA Phase III Patch - XML remove special characters?

Does Oracle plan to address all special character requirements in the XML, or are customers supposed to do some data cleanup before running the process to generate the XML?

We have applied the ACA Phase III Patch 23202224 to a test environment and run the Benefits ACA XML Generation Process. Looking at the generated XML files, we are happy to find some special characters not allowed per the IRS schemas are removed by the process, including dashes in SSN and apostrophes in names.

But we also find there are many special characters left in the XML that are not allowed, including:
