JDE 9.0 - Canada Payroll - EI is not getting calculated

We have noticed that for some Canadian employees the EI is not getting calculated even though they have not yet reached to Max limit contribution. Have anyone faced the same issue and have the resolution? Is it a bug, If yes, Is there an ESU ?  Currently we are on vertex version 4.0 and we will be soon moving to vertex 4.1.1. Any information would be helpful.
