PS Alternates

Hi All,

I need some help on the modeling of operation with variable time.

For example: - An operation takes 9 hrs when I put 2 operators, same operation takes 6 hrs with 4 operators and same operation takes 3 hrs with 6 operators.

I modeled this is PS with 'All Of Sets'

Somehow PS is delaying my work orders but it does not select other 'All Of Set' combination.

Can someone help me on how can I achieve this?

TESTMODEL-1.xml --> Work order # 3 is delayed

TESTMODEL.xml --> Work Order 3 is on time. I manually used All Of Set in work order with least time. How do I force PS to suggest the 'All Of Set' preference 3 in order to get work order completion on time?
