Has anyone automated the Payables Payment Process by the use of Oracle API/Packages?

There is a business requirement to invoke the Payment Process from a custom screen. I have not been able to find out any seeded API/Package that can be used. I raised a SR with Oracle and was told that there is an ER open for a public API (for the last 7 years). If anyone has accomplished this, can you please help. Thank you
