No option to assign Change over setup Type in Standard Operation

Hello Friends,

I am trying to configure Changeover for Resource and we maintain Standard operation. So when i go check for Setup type assignment in Standard operation no such a field exist but when checking

Routing Operation for an item code i can see setup type field but its grade out because we use standard operation.

Is this what i am seeing is standard functionality ie only we can use setup type if dont use standard operation or am i missing any setup. Please guide me.
