Getting "ORA-12154: TNS could not resolve the connect identifier specified" login error from 2-tier

This one is driving everyone batty.  No one has any idea how to resolve it.  I am not a sysadm so bear with me....

I can login to our TST database using TOAD just fine, so I would say that there's no issue with the TNSNAMES.ORA file.

However, when I go to login to the TST database via 2-tier App Designer I get the above error.

I am using the same TNSNAMES.ORA file that everyone else is using.  I am using the same PSCFG file everyone else is using.  The same connect id, the same connect pw.  I have cleared two-tier cache repeatedly.  I can connect to all our other db instances (DEV, PROD) via App Designer.  I just can't connect to TST.
