Cannot release Requisition Pre encumbrance

We have a requisition that was never sourced to a PO.  The user went ahead and cancelled the REQ, and was budget checked through the requester's workbench. However under Budget Overview there is still an pre ecumbrance under that REQ

I went ahead and created a script to reset the Budget header Status and Budget line status back to N.

Tried budget checking and the pre encumbrance is still here.

Any other way of releasing this?
