Is Approver allowed to edit the requisition eventhough approver doesnt have the Responsibility in Approver's responsibility list

For Ex:

1. Requester raised requisition in Malaysia OU and approver also belongs to malaysia  OU but he doesnt have any responsibilities assigned. Is it possible for an Approver to edit the requisition and make changes eventhough approver doesnt have the responsibility ?

2. Requester raised requisition in Malaysia OU and approver belongs to US OU . In this case Approver should have Malaysia OU Iprocurement responsibility to edit the requisition.?
