No Ship To Jurisdiction information was provided by for the current invoice

I am getting error "Error: ORA-20169: No Ship To Jurisdiction information was provided by for the current invoice" for some of the customer Ship to Site while entering Order Line and Saving it. Checked in Tax Rate for State,County, City combination which is already present.
