9.2 BSSV package not building

Hi.

I cannot get a BSSV package to move beyond the 'submitted' stage in 9.2 (Apps 9.2/Tools 9.2.0.3).. I have attempted to build on on several client workstations (all with WLS & JDeveloper 12c), The workstations are all Windows 8.1. The local web works fine on each of these boxes. I have gone through the Oracle documentation several times, so I don't know if it's something simple I am missing, or if it is worthy of opening an SR with Oracle. Thanks for any suggestions.
