Creating a New Paytype

We have a new requirement for a new paytype.  Can you restrict a paytype to so many hours in single day or accumulative?

The requirement is not count towards overtime, can only take it in 4 hour blocks of time and no more than 12 hours per year.

I've set up the paytype, but at this point I don't see where the paytype can be restricted with the other two requirements of 4 hour blocks of time and no more than 12 hours per year.  Thought I would ask.
