Siebel Open UI 15.11, user must click row twice in list applet

Under Service Requests we have an Account field.  With Open UI the user will likely click a row other than the first row.  For some reason the first time they click another row it isn't "selected".  They must click into the first row THEN click another row and it works.  I could probably use nxrc and then call pvrc but is there a better way to be able to allow the user to click any row?
