How do I get the 'On Order' quantity to show in graph in the Fulfillment Workbench (P4277701)?

If you go into the Fulfillment Workbench, you'll see a graph with Available and Unfulfilled (see image attached). In the legend, there is also 'On Order', but I can't seem to get this to show any quantity. How is this controlled? Is there a UDC to update with doc types or Supply/Demand Inclusion rules? Under what conditions, is this populated?
