Modifier -Line Qualifier Customer and Bill-To

HI All,

We have customer "ABC Company" with five (5) addresses - NOVA1, NOVA2...  and NOV5

Our user created Modifier "ABC Special Deals" with List Qualifier for Customer = ABC Company

and two Line modifiers

Mod# 101  with Line Qualifier  for Customer = ABC Company   for a price $ 2

(Mod# 501  with Line Qualifier for Bill-to   = NOVA1 for a price $5

Q) If we create a sales order for "ABC Company" with Bill-to = NOVA1   should we expect both modifiers to apply or just the Bill-to  modifier ?

Our Pricing and Availability form is giving inconsistent results so wanted to with the Community
