Business Rule Monitor (FYI Notifications only)

Hello Team,

We have requirement for sending the notifications to other team (like spare parts team) when any time, any type of SRs gets created.For the same I have gone through the BRM feature under the  CRM Foundation which I executed also with the help of KB articles 1280433.1 and 428372.1. However  have few queries for BRM feature, please advice on the following

1. Why we can see all the old notifications also when we put the effective date as 25th May, 2016. Ideally SR creation notifications come from and after 25th May, correct?

2. Also why the Workbench rule comes in completed status when I didn't put any effective end date, as per the requirement there will be no end date, is the end date is important to mention?
