How far will a sales order process when it has a hold code assigned to it?

I am trying to find a way to allow a sales order to process through the shipment confirmation step but stop it from processing through R42800 until a specified action is taken.  If I assign an Order Process Hold code to the order, will the system allow me to do shipment confirmation on the order?
