After Issuing material for eAM work order, user should not change its status to 'cancelled', 'draft'

Hi,

This is Anant,

My client required that, After Issuing material for an eAM work order, user should not be able to change its status to 'cancelled', 'draft', 'on-hold' etc. He should only be able to change it to 'complete'

How can we achieve this. Are their any particular setups?
