Generating Siebel Reporting relationships

My customer on Siebel IP2015 PS4,  is facing visibility issues wherein some of the managers are not able to view team data, the suspicion is that reporting relationship data (i.e S_PARTY_RPT_REL) has gone out of sync. (because of EIM imports or manual deletion and recreation) .

Team here believes that records in S_PARTY_RPT_REL needs to be rebuilt via. post upgrade steps of Generating Siebel Reporting relationships as per bookshelf URL below.

Here are the questions that arise.

  1. Can we use this post upgrade step towards a suspected out of sync. Issue that is not because of an upgrade ?
