We are working with mexico Localization, and we have the following scenario, Vouchers 100 usd, 16 usd related to vat Exchanger Rate at the voucher creationg 18.40, at the payament time with have withholing  for 4%,  -4.00 usd for withholing 96 usd to be paid and 16 usd for vat, exchange rate is 18, which exchange rate will be use to create the withholding Line into the F0411?
