Can ST Doc Type start at Header instead of Detail Revisions

Hello.  We are on JDE 9.1.3 and we use ST/OT's for our plant transfers.  When we go to add an ST (we use P4210) the Add button brings up the Enter Plant Transfer - ST - Sales Order Detail Revisions.  Is there a way to have the ST creation bring up the Header first and then go to the detail?  For example, when creating a sales order to a customer, the Add button brings up the Header first to be populated and then goes into the Detail Revisions screen.  Is it possible to have this do the same for ST's.
