Master Item function but only able to maintain item category

Hi:

We are using EBS version 12.2.4

The user requested to be able to maintain item category only on the master item function. I have been trying to customize this submenu. If I exclude every other menu and only leave Item: Item category. Then it would not work. If I keep Item: Main Group function, then looks like there are more function available to what it suppose to be. Please advise if this is even possible. Thanks.
