E1 XMLP BI Excel Template does not load with RD Source Automatically

Just need the last 5% to work for BI Publisher via JD Edwards Enterprise One

Apps Release 9.0, Tools Release 9.1.0.1., Oracle BI Publisher Desktop 12.2.1.0.0

I have successfully created added an objects via P95600 in BI Publisher Object Repository, created a Report Definition via and then submitted the report definition.

From within the Submitted RD Jobs/Report Definition Job Control Search, View RD Output, the Excel template is shown as delivered but it is just the template, no loaded values from the RD Source. If I take the RD Source from the run (the xml output) and load it via the Excel BI Publisher tool, the values load as expected BUT from within JDE, the load does not occur without that additional step of taking the RD Source and manually loading.
