Siebel Opportunity - Sales Stage "Win"

Hi there, is any one aware if the Siebel Sales Stages are controlled by the Order Life Cycle? I was told by a business user that an Opportunity Sales Stage becomes "Win" when a Quote is converted into an order. I have looked at the Quote Configuration and Bookshelf and could not find any documentation.

Any information will help.
