In WMS Org, is the rule engine able to allocate stock to move order (without internal sales order)

In EBS WMS, I can setup ‘Pick’ rule and associated with items.  If the client use ‘move order’ to issue stock from warehouse, will Oracle WMS also provide the suggested locations/lot for picking up the items based on the ‘Pick’ rule.

The client has customization implemented on the existing internal requisition process flow is as below:

Step 1. Raise and Approve Internal Requisition

Step 2. Custom program to generate move order instead of ISO (Internal Sales Order)

Step 3. Storekeeper run ‘Print Pick Slip’ to allocate stock, and print out pick slip for picking. Question 1: Does the ‘Pick’ rule can be applied at this stage to allocate and suggest the stock location & lot based on the WMS pick rule? ISO is mandatory for using WMS?
