P4314 - 2 way match tolerance invoking pay status = V

P4314 Process Tab Tolerance Processing Option #6 set to 2 - but invoking pay status code "V", which holds the voucher due to Tolerance variance.  From what I understand "V" would have to replace "2" in the processing option order to invoke the pay status code "V".  Has anyone else encountered this?
