ACA - Has anyone received the error TPE 1106 when submitting their test files?

We submitted our test file and got the [TPE 1106] The manifest file does not match our current schema error.   I looked up on the IRS website, and the is what that error means:

We are on version 9.0, and tools release 8.98.  I have had to modify the files with some guidance from Oracle since we are on an old tools release.  I did compare my files with the files in Doc ID 2132236.1, and they are the same excluding the items that are company specific.  Has anyone seen this error, and what did they have to do to fix it?
