unable to connect gateway server

Hi

I am working on POC for IP2016 16.0 so as part of process we already have 8.1.1.11 PS 16 + customized client code (past 5 years) environment with Oracle db and siebel servers on Windows 2003 32 bit. We unregistered siebel server at gtwy then upgraded the os to Windows 2012

- Installed Oracle 12c 32 bit client

- Installed 16.0 software.

During the config process to add a new server it's throwing unable to connect gateway server

- verified at tnsping,sqlplus,odbc driver connection was sucessfull

- Followed this note Siebel Server Configuration Errors Out: Exit Value: 3604528 (Doc ID 1642210.1) but still continues throws same error.
