JDE 9.0 - ROE file generated in .BLK format is not correct

In JDE 9.0 processing ROE file generates 2 file format for same data - .XML and .BLK . The .BLK file format is submitted to Service Canada website. The .XML (V2.0) file format generated is correct after applying the latest ESU but .BLK file format is not correct. As a work around, generated file name is renamed and extension of file  is changed from .XML to .BLK and submitted, the file gets uploaded in Service Canada website without error . When two file format, the original.BLK file and the renamed file from .XML to .BLK is opened in word pad
