populateArray not found in RPAS 14.1.2.3

Experts,

I can't find populateArray utility under RPAS_HOME/bin or any other location under rpas_home. Does this utility not exist in this version?

I'm getting below data error and trying to fix this. Any other alternative utility to fix this in rpas 14.1.2.3?

UnexpectedCellType: Error in DimensionMap! Positions must be of type literal or numeric! There are unmapped positions src dim: 'plhr' dst dim: 'dept' Database: '/u01/rpas/AP/domain/AP_DOM/data/hmaint' Array: 'dim_plhr' Current Cell Type: NA ArrayKey: ArrayKey(5, 134297).
