Expense Report Saves for Later with a Report ID of 'NEXT' after Upgrading to 9.2

We recently upgraded from version 9.1 Peopletools 8.51 to 9.2 Image 11, Peopletools 8.54 with a go live date of 5/2/16. Ever since upgrading to 9.2 Image 11, Peopletools 8.54 we are experiencing an issue where a user saves an expense report for later and the Report ID is generated and saved as 'NEXT' instead of adding one value to the last sheet_id used from the Installation_ex page. This issue is not consistent and we have not been successful in recreating.

I located the following knowledgebase stating others have reported the same issue, but also have not been able to recreate. The only thing I noticed is that it seems to occur when the user selects the save for later, however the issue does not consistently occur. Is there any updates on this issue? Has this issue continued to be researched?
