Is there a way to avoid resequencing of stops in a shipment

We have a business scenario: To add new order to existing shipment based on certain criteria. This has to be done automatically through an agent.

We created an agent and used agent action 'Move Order To Shipment'. With this agent, new order is getting assigned to existing shipment successfully. However, stops are getting resequenced.

Our client donot want to get the stops resequenced.

Can someone advise if there is any way to avoid resequencing of stops for those shipments (any kind of flag that can be updated etc.)
