WMS rule is not picked from Assigned Rules in the Strategy

Hi

We have R12.1.3. We have assigned 4 custom picking rules to a strategy and there is not seeded default rule assigned  in the strategy. Also default rule is not assigned in the Org parameters. But the WMS rule engine executed the default seeded pick rule. why it is picking the unassigned picking rule?  Any thought shared here would be appreciated.
